Mr Roy Chiang

Chairman, e2i

CEO / President, CBM

Mr Roy Chiang spent 29 years in the Singapore Armed Forces before taking up the reins of CBM Pte Ltd in 2007. Over a distinguished military career, Roy held several key command and staff appointments and attended several renowned institutions as part of his military education.

As CEO/President of CBM, he oversees all operational aspects of the group’s business entities, including its business development and financial planning.

As an integrated Facilities Management (FM) group of companies, CBM employs more than 2000 staff. Roy places much emphasis on training and improving the welfare of his employees through developing their skill-sets, so that they remain relevant to the needs and expectations of the FM industry as it transforms.

Through his leadership and aptitude for strategic planning, he has widened CBM’s range of FM competencies and diversified its businesses, resulting in a rapid expansion of the group’s local and overseas presence. CBM’s success is illustrated through its unprecedented exponential growth in the last 10 years, making it one of the largest players in the Singapore’s FM industry today. Roy holds directorships in all of CBM’s subsidiaries and is currently Chairman of the group’s overseas JV boards in Qatar and Thailand.

Roy has a business honours degree (BBA-Hons) from the National University of Singapore and attended an executive development programme at Harvard University in 2003.

Ms Caryn Lim

Chief Executive Officer, e2i

Ms Caryn Lim brings with her a wealth of experience in manpower planning and policy development. She has been with the Labour Movement family as Director of NTUC’s Economic and Social Policy Units since 2019 and helped develop these 2 new departments to formulate and advocate policy positions on labour issues as well as internal policies.

She was working with NTUC and Ministry of Manpower (MOM) counterparts on the Self-Employed Persons Income Relief Scheme (SIRS) in 2020. The SIRS scheme helped about 200,000 SEPs.

Prior to that, she worked in various roles at MOM, including developing policies for Continuing Education and Training (CET) as well as the protection of foreign workers and foreign domestic workers in Singapore. At MOM, she was part of the team that developed and implemented the Skills Programme for Upgrading and Resilience (SPUR) during the last downturn to cut cost and save jobs. She was also involved in policy formulation to develop the two major CET Campuses which today are the Devan Nair Institute for Employment and Employability and the Lifelong Learning Institute.

Mr Andrew Chong

Independent Board Director

Andrew Chong has over thirty years of experience in the technology market, in the fields of strategy, leadership, management, skills development, marketing and organisational development.

He currently serves as an Independent Director on several boards in Singapore. Andrew was conferred a Medal of Commendation at the 2017 May Day Awards for promoting good industrial relations and initiating workers’ training and skills upgrading programmes, and has co-authored a book on the technological and business trends in the automotive market in Asia.

Andrew received his Bachelor of Electronics Engineering and Master of Business Administration from the University of Adelaide in South Australia.

Mr Andy Tan

Senior Vice President, Global Sales, Food & Beverage, Partnerships & Operations, South East Asia, Millennium Hotels & Resorts

Andy Tan is the Senior Vice President, Global Sales, Food & Beverage, Partnerships & Operations, South East Asia, for Millennium Hotels & Resorts. He is responsible for revenue generation, delivering seamless customer experiences and sustainability efforts, for over 150+ hotels worldwide.

Andy has an impressive track record in the hospitality industry spanning over 30 years, having held senior leadership roles at a global and regional level, at Marriott International, Pan Pacific Hotels Group and Hotelbeds Group. Andy has an MBA in International Hospitality & Service Management, from the prestigious and accredited, Glion Institute of Higher Education. Andy is also a committee member with Singapore Hotel Association, that supports Sustainability and Technological Innovation.

Mr Chak Kong Soon

Managing Partner, Stream Global Pte Ltd

Chak has been in the ICT industry for almost 30 years. His passion in building and nurturing organisations led him to collaborate with several prominent individuals to start Stream Global Pte. Ltd. Stream Global is a local “Venture Catalyst” whose main objective is to invest in and partner with entrepreneurs and assist them in realising their potential.

In order to achieve this, Stream Global will assign relevant experienced partners or individuals to work hands-on with the organisation. In partnership with the Media Authority of Singapore (MDA) and the National Research Foundation (NRF), Stream Global jointly invests in start-ups both in Singapore and the region.

He is currently the Immediate Past President and one of the 18 Honorary Fellows in the Singapore Computer Society. Chak is currently serving as a Board Member in the Institute of System Sciences of the National University of Singapore and Academic Advisory Board of the IT schools in Institute of Technical Education (ITE), Singapore Polytechnic and SIM University.

Earlier in his career, Chak was with Andersen Consulting (now known as Accenture), a global IT and management consulting firm. During his career with AC, he was involved in creating a business-driven information technology strategy, architecture and plan for organisations. He was also the Chief Quality Officer with overall responsibility for all quality initiatives in its Singapore office and has successfully completed BSI’s ISO 9000 Lead Assessor Examination.

Ms Christophane Foo

Chief Human Capital Officer, Enterprise Singapore

Ms Christophane Foo is the Chief Human Capital Officer of Enterprise Singapore. She oversees the development of human capital for Singapore enterprises, Enterprise Singapore’s people and culture development, and global people operations across the 23 markets where Enterprise Singapore’s offices are.

Enterprise Singapore is the government agency championing enterprise development. The agency works with committed companies to build capabilities, innovate and internationalise. It also supports the growth of Singapore as a hub for global trading and startups, and builds trust in Singapore’s products and services through quality and standards.

Currently, Christophane also contributes to national level platforms focusing on jobs and skills, training and development, and HR transformation, and collaborates with multiple public and private agencies to enable talent development in tandem with enterprise development.

Christophane co-chairs the HR Committee of the Kwong Wai Shiu Hospital Board. She also contributed to people agenda at the NTUC Training Executive Committee and HR Transformation Advisory Panel (HRTAP) at the Ministry of Manpower.

Prior to her role in Enterprise Singapore, Christophane’s career spanned the hospitality, technology and healthcare sectors. She was a key member of the Group Human Resource Leadership Team in SingHealth, where she oversaw the advancement of the Healthcare Professional Groups and was instrumental in introducing the mature workers’ movement. During her tenure with NEC Solutions Asia Pacific, she was a member of the Regional Expert Team spearheading HR initiatives for the Asia region.

Christophane holds a Bachelor of Business Administration from the University of Hawaii at Manoa. She is also a certified Coach and Knowledge Manager.

Ms Dilys Boey

Chief Executive, Workforce Singapore

Ms Dilys Boey spent over 25 years in the private sector in management consulting prior to joining public service in August 2020.

She was the Deputy Chief Executive at Enterprise Singapore overseeing the industry and enterprise development, prior to her appointment as CEO Workforce Singapore in July 2023.

Ms Ho Lee Ping

Director, Finance, NTUC

Ms Ho Lee Ping was appointed as Director of NTUC Finance on 1 April 2023. Prior to her current appointment, Lee Ping was the Deputy Director of NTUC Finance.

She has been with NTUC since 2004 and is a finance professional with more than 20 years’ experience in financial accounting and reporting as well as budgeting and funding.

Mr John Ng

Chief Executive Officer, YTL PowerSeraya Group

Mr. John Ng was appointed as Chief Executive Officer (CEO) of the YTL PowerSeraya Group in January 2019.

Prior to his current appointment, Mr. Ng was the CEO of Singapore LNG Corporation (SLNG). An industry veteran with more than 39 years of commercial and operational experience under his belt, Mr. Ng had spent a considerable amount of years in YTL PowerSeraya and last served as the company’s CEO before he took up a similar role in SLNG. He later returned to take the helm at the integrated energy company.

Mr. Ng first transitioned with the company from its PUB days to the current YTL PowerSeraya Group. During his tenure at YTL PowerSeraya, he has held numerous leadership positions within the company, and was subsequently appointed as the company’s CEO from 2009 to 2013.

During this time, he was responsible for augmenting the Group’s multi-utility services and steered the growth of the company to maintain its leading position as an integrated energy player in Singapore.

Mr. Ng chairs the PUB Board Audit Committee, a Board Member of PUB, Singapore’s National Water Agency, and a Director of the Employment and Employability Institute (e2i).

He holds a Master of Science in Systems Engineering from National University of Singapore and a Master of Science in Material Science from Carnegie Mellon University, USA.

Ms Rita Lau

Chief Corporate Officer, SLF

Ms Rita Lau is the Chief Corporate Officer of Singapore Labour Foundation (SLF). She holds directorships in SLF subsidiary companies.

Mr Tan Kok Yam

Chief Executive, SkillsFuture Singapore

Mr Tan Kok Yam joined SkillsFuture Singapore (SSG) in November 2021 as its Chief Executive. He leads the organisation to drive and implement the national SkillsFuture movement. To this end, SSG strives to promote a culture of lifelong learning, build a support system to enable the pursuit of skills mastery, and raise the quality of adult education and training in Singapore.

Prior to November 2021, Mr Tan was the Deputy Secretary of the Smart Nation and Digital Government Office. In this role, he established plans to realise impactful projects for Smart Nation, and developed policies and initiatives for the public sector to improve its use of data and IT to serve citizens better. Mr Tan also held a concurrent Deputy Secretary in Strategy Group overseeing issues related to climate change.

Mr Tan had also served in a number of other Ministries within the Singapore Public Service. He was the Director of Manpower in the Ministry of Defence, overseeing the human resource and national service policies of the Singapore Armed Forces. He also served previously in the Ministry of National Development and the Ministry of Education, dealing with public housing and higher education policies respectively.

Mr Tan is an engineer by training, having graduated from the University College London in 1997 with a Bachelor in Electrical and Electronic Engineering and a Master of Science in Telecommunications. He also completed the 1-year Sloan Program at the Stanford Graduate School of Business as a Fulbright Scholar.
