The Union Training Assistance Programme (UTAP) is supported by the NTUC-Education and Training Fund (NETF) set up to help our working people in skills upgrading and re-skilling. NTUC members are able to enjoy training support under:

    1. UTAP
      Union members can tap on more than 6,000 training courses to enjoy course fee support, capped at $250 per qualifying member per year.
    2. Enhanced UTAP
      Union members aged 40 and above get a further boost to upskill, with higher course fee support, capped at $500 per qualifying member per year. This applies to courses attended from 1 July 2020 to 31 December 2025.
    3. UTAP-Lite
      NTUC Starter members can enjoy course fee support of $200 per qualifying member per year.

What is UTAP?

Union Training Assistance Programme (UTAP) is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more union members to go for skills upgrading.

NTUC Union members aged 40 and above will get an increase funding support from $250 to $500*. NTUC Starter members will enjoy course fee support of $200 per year.

*This applies to courses attended from 1 July 2020 to 31 December 2025.

How to apply for UTAP?

Step 1: Click on ‘Search Course’ under the Skills Upgrade Available tab to find out if your course & training provider is supported under UTAP.

Step 2: Register for course with training provider and attend training. For course information and enrolment, please contact the training provider.

Step 3a: For union members, log in to your U Portal account to submit your UTAP claim.

Step 3b: For NTUC Starter members, log in to your account and click on “Upskill with UTAP-Lite” to submit UTAP-Lite claims.

Please apply for your UTAP/ UTAP-Lite claim within 6 months after course completion. Late claims will be rejected.

How much is the grant?

NTUC members enjoy 50% unfunded course fee support* for up to $250 per year when you attend courses supported under UTAP. NTUC members aged 40 years and above enjoy up to $500 per year, for courses commencing from 1 July 2020 to 31 Dec 2025. NTUC Starter members can enjoy 50% unfunded course fee support for up to $200 per year when you attend courses supported under UTAP.

*Unfunded course fee refers to the balance course fee payable after applicable government subsidy.

Who can apply?

All NTUC members and NTUC Starter members can apply for UTAP and UTAP-Lite respectively. However, the following criteria must be met to be eligible for UTAP/ UTAP-Lite:

  1. Union member/ NTUC Starter member must commence the course within UTAP approved period.
  2. Union member/ NTUC Starter member must achieve minimum attendance for the course based on existing Government regulations and sit for all prescribed examination(s) if any.
  3. Union member/ NTUC Starter member must submit claims via UTAP system within 6 months after course completion.
  4. Union member/ NTUC Starter member must not claim full funding through company sponsorship or other types of funding.
  5. Union member/ NTUC Starter member must have paid-up union membership before course commencement, throughout the entire course duration and at the point of claim.

You may check your NTUC membership status by calling our hotline at 6213 8008 and select the following options:

  1. Press 1 for member
  2. Provide your NRIC number
  3. Press 1 again to check your membership status
How do I check my NTUC Starter membership status?

Login to https://starter.ntuc.org.sg to check on your membership status. For further membership enquiries, please write in to [email protected].

Note:

To support your UTAP/ UTAP-Lite claim, you may be requested to submit a copy of your course certificate/tax invoice/statement of attendance via e-mail. Please ensure that you kept a copy of your supporting documents for audit checks when necessary.

Before applying for UTAP/ UTAP-Lite, please ensure your training commences within the UTAP approved period. Application of UTAP/ UTAP-Lite on training that starts after the expiry date will be rejected.

Only Ordinary Branch (OB), General Branch (GB) and OB/UCLUB members who are paying $117/year will be eligible for UTAP and only NTUC Starter members who are paying $36/year will be eligible for UTAP-Lite.

What is NETF Collaborative Fund (NCF)?

NCF aims to provide training support to unionised companies (including Managed General Branch (MGB) or equivalent companies that signed Form B) which send employees who are NTUC union members for training to enhance employment and employability.

How much is the grant?

  • NCF co-funds training support to support 50% unfunded course fees for unionised companies (capped at $250/member/year) for those who meet the eligibility criteria.
  • A unionised company can be supported up to $50,000 of training funds per year from 1 May 2020 to 31 December 2025.

NCF Qualifying Criteria

For Course
  1. The course must have a clear training outcome(s) and supported by Union/e2i.
  2. The course must obtain approval under NCF prior to staff training.
For Company
  1. Unionised company must commence and complete the training programme within NCF approved period.
  2. Employee must have paid-up union membership before training commencement, throughout the entire training duration and at the point of claim.
  3. Employee must achieve minimum attendance for the training programme based on existing Government regulations and sit for all prescribed examination(s) if any.
  4. Employee must not claim UTAP for the same training programme attended.
  5. Company must submit claims within 3 months after training programme completion.
